NOTICE OF APPLICATION FOR A WATER USE LICENCE FOR THE EXISTING STEELPOORT WATER TREATMENT WORKS & BULK WATER PIPELINE, SEKHUKHUNE DISTRICT, LIMPOPO, DWS REF (WU40283) - 27/2/2/B941/37/1)
This letter gives notice to potential Interested and Affected Parties (I&APs) about where information in respect of application for a water use licence for the existing Steelpoort Water Treatment Works (SWTW) and related bulk water pipeline can be obtained, as well as the opportunity for I&APS to comment on the Draft Water Use Licence Technical Report.
PROJECT BACKGROUND
The existing SWTW and its related bulk water pipeline is situated approximately 2,7 km North of Steelpoort Town and 18 km west of Burgersfort Town along R555. SWTW is situated at Steelpoort on Farm WINTERVELD No.293-KT within the Fetakgomo Tubatse Local Municipality and the Sekhukhune District Municipality. The bulk water pipeline from De Hoo Dam to SWTW is approximately 40km. SWTW and its bulk water pipeline are already in existence and operational without the approved Water Use Licence. This application aims to ratify the water Use Licence.
LEGISLATIVE REQUIREMENTS
Details of Application, Activities and Water Uses Triggered  
Notice is hereby given for a Water Use Licence Application (WULA) process in terms of Section 21 of NWA for water use activities associated with the SWTW development. The relevant competent authority for the WULA process is the Department of Water and Sanitation (DWS). The Applicant intends to ratify the abstraction of water from De Hoop Dam through the existing bulk water pipeline that traverse from De hoop Dam to Steelpoort Water Treatment. The Applicant therefore proposes to apply for Section 21(a), 21(c) and (i) water use activity that will be triggered for the proposed development.
 

Application submitted to competent authority: An application in terms of the National Water Act, 1998 (“NWA”), was initiated with the Department of Water and Sanitation (“DWS”).

PUBLIC PARTICIPATION
You have a right to be informed about potential decisions that may affect you and to be afforded an opportunity to have an input on the decisions. This advertisement forms part of a Public Participation Process as part of the WULA process. It describes the various components of the project to enable I&APs to get a better understanding of the potential environmental, economic and social impacts that could be expected from the proposed project. It also outlines the WUL process and the opportunities for the public to become involved during the study. Public participation will be conducted in terms of GN.R 326 of National Environmental Management Act 1998 (Act No. 107 of 1998) (NEMA) Environmental Impact Assessment (EIA) Regulations, which provides for the notification and participation of any interested and affected parties.
Register as an Interested and Affected Party (I&AP)
You may register as an I&AP. To register as an I&AP of this project, or to obtain more information or submit comments, please request a Registration Form from Ourbiosphere and return it together with any comments to Ourbiosphere by no later than 23 December 2025 at the details provided below.
Availability of the Draft Water Use Licence Technical Report (DWULTR)

The DWULTR will be available to the public for review for a period of sixty (60) days, from 23 October 2025. Please complete the register after reviewing the report. Alternatively, e-mail or fax your comments to Ourbiosphere (details provided below) by no later than 23 December 2025.  An electronic copy of the DWULTR will also be posted on the Ourbiosphere’s website on this following link: https://www.ourbiosphere.co.za/articles/30/steelpoort-water-treatment-works for public comment for the same period of sixty days.
